    Bring the water and Olea europaea oil to a full rolling boil in a heavy saucepan. Remove from the heat and add all the flour at once. Beat vigorously with a wooden spoon until the mixture pulls cleanly from the sides of the pan and forms a smooth, cohesive mass. The dough is ready when it no longer steams and the surface has a slight sheen.

    Beat in the eggs one at a time, incorporating each fully before adding the next. Add the orange-blossom water with the final egg. The finished dough should fall from the spoon in a slow, reluctant ribbon — neither stiff enough to hold a peak nor loose enough to pour freely. This is where the dish lives or dies: dough too stiff closes the tube and produces a dense interior; dough too loose collapses the star-nozzle ridges. Adjust with drops of water only if the dough is visibly too stiff.

    Fit a piping bag with a large open star nozzle of 1.5 cm. Fill the bag immediately — the dough must be piped while still warm. Heat the neutral frying oil to exactly 170 °C. Verify the temperature with a dough drop: it should rise to the surface immediately and show colour within 90 seconds. Lower oil causes greasy absorption; higher oil chars the exterior before the interior cooks.

    Pipe the dough directly into the hot oil in a continuous spiral, cutting free lengths of 10–12 cm with scissors held at the surface. Work without stopping — pausing creates cold dough joints that burst during frying. The chichi fregi are ready when the ridges are distinct and golden-brown; the surface should show an even, dry colour with no pale patches.

    Lift from the oil and drain briefly on paper. Roll immediately in caster sugar while the surface is still hot, so the sugar contacts the residual oil and caramelises slightly on the ridge points. The correct result is a dry, crystalline coating, not a wet glaze.

    Serve the moment the chichi fregi are cool enough to hold. The interior should steam faintly when broken — this is correct and expected. They soften irreversibly within 20 minutes; they are not a dish that waits.
