    Place the arselle and vongole in a wide pan with the white wine over high heat. Cover and steam until all shells have opened, 3–4 minutes. Remove from heat immediately. Discard any shells that remain closed. Lift the clams out and reserve. Pour the cooking liquid through a fine-mesh strainer lined with damp muslin into a jug, trapping every grain of sand. The strained broth must be perfectly clear — any grit makes the dish unforgivable.

    Combine the strained clam broth with the hot fish broth and the saffron-infused broth. The total liquid must equal approximately 1.5 times the volume of the fregola. Keep this combined liquid hot over a very low flame.

    Warm 4 tablespoons of olive oil in a wide, heavy pan over medium heat. Add the garlic and let it colour gently until pale gold and fragrant, then remove it. Add the fregola dry into the oil and toast, stirring constantly, for 1 minute — the pellets should smell nutty and roasted, with a faint crackling sound.

    Add the crushed tomatoes to the toasted fregola and stir to coat. This is where the dish lives or dies: from this point, add the hot combined broth one ladleful at a time, stirring steadily and allowing each addition to be almost fully absorbed before adding the next — exactly as risotto. Do not rush, do not add excess liquid at once. The fregola must swell gradually, absorbing the clam-charged broth into every pellet. Continue for 18–20 minutes for fregola grossa, 12–14 minutes for fregola media, until the pellets are swollen, tender but still with a faint resistance, and the consistency is loose and flowing — all'onda.

    In the final 2 minutes of cooking, fold the reserved arselle and vongole into the fregola. They are already cooked; they require only gentle reheating. Stir once or twice. The shells should be warm to the touch and the broth should still flow loosely.

    Remove from heat. Finish with a thread of raw extra-virgin olive oil, the chopped parsley, and a squeeze of lemon. The fregola should sit all'onda — slightly loose, shimmering with oil and broth. Serve immediately into warmed bowls: the pellets continue to absorb as they cool and the dish tightens quickly.
