Method

  1. 1
Place the whole beef muscle in a pot with the water, bring to the boil, then reduce to a steady simmer and braise uncovered for 40 to 50 minutes — leaving the pot open lets the liquid stay clean and the scum escape freely rather than recirculating into the broth. The braising is done when the meat yields easily to a chopstick pressed into its thickest point and pulls apart without resistance. Reserve the braising liquid; you will build the glaze from it.
  2. 2
When the beef is cool enough to handle, tear it along the grain of the muscle fibre into long, continuous ribbons — working with the fibre rather than across it keeps each ribbon long and intact, so it holds its shape through the second braise and carries the glaze cleanly. The ribbons should be soft and unbroken, not short or frayed at the ends.
  3. 3
Return approximately 200 ml of the reserved braising liquid to the pot and add both soy sauces, the sugar, the whole garlic cloves, the dried chillies, and the shredded beef — using the braising liquid as the base rather than plain water means the beef flavour already in the pot reinforces the glaze rather than diluting it. Bring to a moderate simmer and braise, stirring occasionally, until the liquid has reduced by roughly half and the ribbons appear visibly darker and lightly glossed.
  4. 4
This is where the dish lives or dies: add the peeled hard-boiled quail eggs and continue reducing over medium-low heat, turning the eggs and beef continuously so all surfaces are lacquered evenly — the constant turning ensures the glaze builds on every face of each egg rather than caramelising only on the side touching the pan. Drive the reduction until the braising liquid is nearly absent, only a thick, dark glaze clinging to every ribbon and every egg; the colour must be a deep mahogany, because a watery sauce will coat poorly and the banchan will not keep.
  5. 5
Remove the dried chillies, then transfer everything to a clean container and allow to cool uncovered before refrigerating — covering while hot traps steam that would thin the glaze you have just worked to build. On tasting on day two or three, the glaze will have continued to penetrate; the flavour at that point should be intensely savoury with a clean, gentle back-heat from the chillies.
