Method

  1. 1
Scale and gut each sardine, then place it belly-down and press the spine flat with the heel of the hand. Turn the fish over, insert the thumb at the head end, and run it along the spine from head to tail, pressing gently but firmly against the backbone, so the bone lifts away cleanly in a single piece rather than tearing the flesh in shreds. Pull the backbone free and snip it at the tail with scissors, leaving the two fillets joined at the belly skin; if the flesh tears at this stage, the fish is not fresh enough to proceed.
  2. 2
Combine the garlic paste, coriander, cumin, paprika, minced preserved lemon rind, and olive oil in a bowl. Work the mixture with a fork until it forms a thick, cohesive paste, pressing everything together so the oil is fully absorbed into the aromatics rather than pooling separately beneath them. The paste is ready when it holds its shape when pressed between two fingers rather than runs.
  3. 3
Lay each butterflied sardine skin-side down and spread a generous layer of chermoula across one fillet half, pressing it firmly into the flesh so the paste makes full contact with the cut surface and will season inward through the heat rather than sitting as a loose layer. Fold the second fillet over to close the fish back into its original shape, press along the seam so the filling is compressed and even, and secure the tail end with a wooden toothpick. An under-filled sardine will open during cooking; an overfilled one will split at the seam — the filling should be visible at the edges but not overflowing.
  4. 4
For the pan-fry method, heat a dry or very lightly oiled heavy pan over a medium-high flame, then lay the stuffed sardines in without crowding so each one sits flat against the hot metal and colours evenly rather than steaming against its neighbour. Cook 3–4 minutes on the first side without moving them; the skin is ready to turn when it releases cleanly from the pan surface and has coloured to a deep gold.
  5. 5
Turn each sardine once and cook a further 3–4 minutes on the second side, resisting the urge to press them down, so the filling stays sealed inside rather than being squeezed out through the seam. The fish is done when the flesh at the thickest point — just behind the head — yields to light pressure without resistance and the skin on both sides is crisped and fragrant with the scent of toasted cumin and coriander. Total pan-fry time is 6–8 minutes.
  6. 6
For the tagine method, line the base with a layer of tomato rounds and pepper rings, which will release their moisture upward and baste the sardines from below so the fish stays supple rather than drying against bare clay. Lay the stuffed sardines over this bed, spoon additional chermoula over the top, cover with a second layer of tomato and pepper, then cover the tagine, place over a medium flame, and cook for 10–12 minutes. The preparation is done when the tomato layers have collapsed into a light sauce and steam escapes carrying a deep herbal fragrance.
  7. 7
Remove the toothpicks. Serve immediately with wedges of preserved lemon alongside.
