Peperoni al Forno Ripieni con Riso e Provola Affumicata Lucana

Bell peppers — ideally the sweet, thick-walled local Lucana variety or red Corno di Toro — are halved lengthwise and deseeded. The filling is a parboiled rice (70% cooked) combined with sautéed onion, diced provola affumicata (smoked stretched-curd cheese), torn stale bread soaked and squeezed, chopped pitted black olives, capers, torn basil and ripe diced tomato. The cavities are filled generously and drizzled with olive oil before the halved peppers are baked uncovered in a hot oven (200°C) for 35–40 minutes. The rice finishes cooking inside the pepper, absorbing the pepper's liquor; the provola melts throughout; the pepper edges char slightly.

The Method

Bring a large pot of well-salted water to the boil. Add the rice and cook until it reaches 70% doneness — tender at the outer edge but with a firm, chalky core at its centre. Drain immediately and spread on a tray to halt cooking. The grain must resist the thumbnail; if it yields cleanly, it has cooked too far.

Warm a film of olive oil in a frying pan over moderate heat. Add the diced onion and sweat until soft, translucent and without colour, 8–10 minutes. Remove from the heat and allow to cool slightly.

In a large bowl, combine the parboiled rice, sautéed onion, diced provola affumicata, the squeezed stale bread torn into small pieces, chopped olives, capers, diced tomato and torn basil. Season assertively with salt — the pepper shell contributes none. Mix until the filling coheres loosely. Taste: it should be savoury, briny and herbal, with visible pockets of cheese throughout.

This is the step on which the dish lives or dies. Pack the filling generously into each pepper half, mounding it slightly above the rim. The rice must be at exactly 70% doneness at this point: under-cooked and it will not absorb the pepper's released juices and set; over-cooked and it will turn gluey as it bakes. Drizzle each filled half with olive oil. Arrange in a lightly oiled baking dish, filled side up, without crowding.

Place the dish, uncovered, in an oven pre-heated to 200 °C. Bake for 35–40 minutes. At 25–30 minutes, drizzle a little additional olive oil over the filling to restore sheen. The dish is ready when the pepper walls are tender and beginning to char at their edges, the provola has melted throughout the filling, and the surface of the rice is lightly coloured. The filling should hold its shape when the dish is tilted slightly.

Remove from the oven and allow to rest, uncovered, for 15 minutes before serving. The filling will firm further as it cools; the pepper juices absorbed during baking will have flavoured the rice fully. The filling should smell of sweet caramelised pepper, smoke and basil.

Reserve — Thick-walled Lucana sweet peppers or red Corno di Toro from a Basilicatan grower, aged provola affumicata from a Lucana or Campanian caseificio, salted Pantelleria capers, and Gaeta olives; the filling expresses the full smoky, briny, herbal register of the dish.

Estate — Large, sweet red or yellow bell peppers of good wall thickness; a named Campanian provola affumicata; capers in brine (well rinsed); taggiasca or other mild black olives; rice finished precisely to 70%.

Market — Standard supermarket red bell peppers; commercially produced smoked provola; jarred capers and pitted black olives; any short-grain rice parboiled with care. The dish remains honest if the 70% rule is observed.

House — The one substitution the dish will not survive: replacing smoked provola with fresh mozzarella. Its excess moisture steams the filling rather than melting cleanly into it, and the necessary smoky contrast to the sweet pepper is lost entirely.

Sensory Tests

◇Touch. The parboiled rice resists the thumbnail with a firm, chalky core — it has not yet yielded cleanly through.
◇Sight. The pepper walls are fully tender and show light charring at their uppermost edges; the provola has melted and is visible as creamy pockets throughout the filling.
◇Sight. The surface of the filling is lightly coloured and holds its mounded shape; the dish is not pooled with liquid, indicating the rice has absorbed the pepper's released juices.
◇Smell. On emerging from the oven, the dish gives off the scent of sweet caramelised pepper layered with wood-smoke from the provola and fresh basil.
◇Where it lives or dies. The rice must enter the oven at exactly 70% doneness — neither more nor less — so that it finishes cooking inside the pepper, swelling to absorb the sweet released juices; deviate in either direction and the filling is either dry and raw or collapsing and gluey.
